Celia Burbery, General Manager, outlines what is needed when MBIE asks to audit properties in our portfolio.

Over the past few weeks we have been subject to another spot audit from MBIE (Ministry of Business, Innovation & Employment) on the initial Healthy Homes compliance regulations of our landlords relating to smoke alarms and insulation. These initial regulations around smoke alarms and insulation were first introduced in 2016 alongside other changes to the RTA – so many other regulation changes have happened since then they are a distant memory now!

In 2017 MBIE put the industry on notice that spot checks on record of compliance for properties would be taking place. A few weeks ago, into my inbox one morning came a list of addresses from MBIE for our latest spot check. This is not the first time Auckland Property Management has had our properties audited by MBIE over compliance (we always pass), and a requirement is that within 10 days we legally have to provide to MBIE on an Owner’s behalf…

  • A signed insulation statement within the tenancy agreement.
  • Proof of ceiling and underfloor insulation compliance.
  • Evidence of smoke alarm compliance.

In hindsight, the initial regulation requirements in 2016 were a warm up to the heftier further requirements to rental properties in 2019, which introduced five specific minimum standards for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping. I’m in no doubt that audits for those five standards will be just around the corner.

The good is news we, and the properties in MBIE’s latest audit of our portfolio, passed again with flying colours.

We thank you, our clients, for your patience and understanding and for listening to and co-operating with our property managers to achieve compliance. Also thanks to our property managers who may bear a few scars but are as-always, on top of their game. Hopefully, a quieter time is ahead for all of us!
